Facilities Awarded to Support Apache Helicopter Procurement

Winchester, Va. – The Middle East District awarded a contract to provide facilities at Kattamia Air Base in Egypt to support Apache AH-64D helicopters being purchased from the United States. The $54.6 million contract was awarded May 4 to Morganti HAC JV of Danbury, Conn.

Facility requirements involve both new construction and improvements to existing structures and grounds. Specific facilities include aviation operations support, aircraft maintenance, storage, administrative and personnel support; site improvements; paving; and exterior lighting. Infrastructure improvements include site development, fencing, roads and parking; sewer, electrical generation and distribution; communication upgrades; airfield lighting, airfield paving and marking.

Construction is expected to be complete in two years.

The facility requirements for the Apache helicopter program fall under the Foreign Military Sales program. A component of the Defense Department's security assistance program, accomplished through the Defense Security Cooperation Agency, FMS transfers defense equipment, services and training to allied nations to increase stability and capabilities for mutual benefit.

The Middle East District provides engineering, construction and related services in the Middle East, Central Asia and other areas. Its work includes designing and constructing facilities for use by U.S. forces, performing engineering activities for other U.S. government and foreign agencies, and providing operations and maintenance services for various customers. In addition, the District provides project management, engineering, contracting and support services to USACE districts in Afghanistan.
